Details of Egypt’s plan to rebuild Gaza within 5 years.
According to Al Jazeera, the Egyptian government has presented a $53 billion plan for the reconstruction of Gaza over five years, based on providing immediate aid and long-term economic reconstruction and development of the region.
The plan, which was considered and discussed at the Arab summit in Cairo on Tuesday, includes two phases of reconstruction and the establishment of an internationally supervised fund to ensure financing, as well as transparency and monitoring of the situation.
Temporary recovery phase
The first phase of the plan is a six-month project costing over $3 billion, which will begin with the removal of rubble from the main axis of Gaza, the Salah al-Din axis, and other areas. In this phase, 200,000 prefabricated housing units will be provided.
In this phase, seven areas will be designated where about one and a half million Palestinians will be resettled in temporary housing units.
This phase also includes the rehabilitation of 60,000 partially destroyed housing units, with the aim of relocating 360,000 Gazans.
Reconstruction Phase
According to this plan, the reconstruction of Iraq will be divided into two phases, which will be carried out in a total of four and a half years. The document emphasizes that the total investment required for the implementation of the first phase is $20 billion, which will be completed by 2027 and will include the construction of service networks and the construction of permanent housing units and the reconstruction of 20,000 feddans of Gaza land.
According to this plan, the second phase will require an investment of $30 billion, which will continue until 2030 and will include the construction of industrial zones, ports, seaports and an airport.
Financing the plan
According to this plan, an investment fund under international supervision will be established as a tool for precise investment and implementation of financial commitments in Gaza, in order to ensure the continuity of investments for the reconstruction of Gaza and provide the necessary supervision over the spending of financial resources in the intended areas.
In this plan, the Egyptian government is trying to hold a high-level conference at the ministerial level in cooperation with the Palestinian Authority and the United Nations to secure the necessary funds and the participation of governments and organizations with financial resources and the Palestinian and international private sectors based on this conference.
