At the beginning of April 2014, the authorities of Kyiv began a large-scale military operation in the eastern regions of Ukraine, which at that time demanded the federalization of the country. In early September of the same year, with the direct mediation of the Organization for Security and Cooperation in Europe, the authorities of Kyiv and the Republics of Donetsk and Luhansk (in eastern Ukraine) signed a peace agreement in Minsk, the capital of Belarus, according to which a ceasefire regime was established in the conflict areas, but in In the following months, the parties repeatedly accused each other of violating this regime. Following the negotiations to resolve the conflict in eastern Ukraine, several rounds were held under the title “Contact Group” and led to the signing of a series of measures to implement the Minsk Agreements (Minsk-2) on February 12, 2015; The Minsk-2 agreement consisted of 13 parts, including a ceasefire in the Donbas, withdrawal of heavy weapons from the borderline between the Kyiv security forces and the militias, as well as other measures for a long-term political settlement of the situation in the Donbas.
Nebenzia gave a speech at the UN Security Council meeting on the anniversary of the signing of the Minsk-2 agreements about these agreements and the role of America in the failure of its implementation and said: “Just as Angela Merkel and Francois Hollande, the former leaders of Germany and France, as well as President Petro Poroshenko The former president of Ukraine revealed that neither Kyiv nor the guarantors of Minsk, including France, Germany and Poland, intended to implement these agreements and used the break that was created to arm the Ukrainian army and prepare it for war with Russia.
Nebenzia emphasized that the “only chance” of peace in Ukraine was for Kyiv to implement the Minsk agreements in good faith and continuously.
