Al-Akhbar revealed: The details of the Zionist regime’s offer to Hamas

PNN – While Palestinian sources are talking about the withdrawal of the Zionist regime from its previous positions in the negotiations, a prominent Arab media Al-Akhbar published the text of the document proposed by the regime regarding the ceasefire, which was handed over to Hamas by Egypt a few days ago.

According to the report of Pakistan News Network, the Lebanese newspaper Al-Akhbar published the text of the new proposal of the Zionist regime in the ceasefire negotiations, which was delivered by the Egyptian side to the Palestinian Hamas movement on Friday.

According to the information received by Al-Akhbar, the framework of this agreement aims to release all Zionist prisoners in the Gaza Strip, whether military or civilian, whether alive or dead. Also, the framework of this agreement, in all its stages and periods, emphasizes sustainable peace and the implementation of measures that lead to a ceasefire.

According to Al-Akhbar, the framework of this agreement includes three stages as follows:

First stage (40 days and extendable)

– The temporary cessation of military operations by both sides and the withdrawal of Israeli forces away from populated areas towards an area close to the borders in all areas of the Gaza Strip.

– Stop all air operations, whether military or reconnaissance, in the Gaza Strip for 8 hours a day and for 10 hours on the days of the release of prisoners.

– On the seventh day after the release of all Zionist female prisoners, the Israeli forces retreated from Al-Rashid Street to the extension of Salahuddin Street, in order to facilitate the arrival of humanitarian aid to Gaza. The operation to return unarmed refugees to their living areas should begin and civilians can move freely throughout the areas of the Gaza Strip.

– On the 22nd day after the release of two-thirds of the prisoners, the Israeli forces withdrew from the center of the Gaza Strip, especially the axis of the martyrs of Netsarim and the axis of Al-Quit Square, to an area close to the borders, so that the civilian refugees could return to their places of residence in the north of the Gaza Strip.

Exchange of prisoners and detainees between the two sides

– According to the text proposed by the Zionist regime, the Hamas movement will first release at least 33 Israeli male and female captives, which include all living female prisoners, including military and civilian, people under 19 and over 50, and the sick and injured. On the other hand, Israel releases 20 Palestinian women and children for every Zionist female prisoner that is released, based on the lists provided by Hamas.

– Based on this, Hamas releases all Israeli female soldiers who are alive. And on the other hand, Israel releases 40 Palestinian prisoners for every female soldier who is released, 20 of whom are sentenced to life imprisonment and 20 of whom have no more than 10 years left in their sentences, according to the lists provided by Hamas.

The schedule of exchange of prisoners between the two sides in the first stage

– Based on this proposal, Hamas will release 3 Israeli prisoners on the first day of the agreement, and after that Hamas will release 3 more prisoners every 3 days, including all female prisoners, both military and civilian, and this process will continue until the 33rd day. Israel also does what was agreed upon and releases the specified number of Palestinian prisoners.

– Based on this, by the seventh day at the latest, Hamas must provide a list of all the remaining Israeli prisoners so that they can be released on the thirty-fourth day of the agreement; It means the day of agreement to stop military operations for a few days. In return, the Israeli side will release the same number of Palestinian prisoners as previously agreed upon.

– It should be noted that the prisoner exchange operation is related to the commitment to the clauses of the agreement, including the cessation of military operations and the withdrawal of forces, the return of displaced persons to their areas, and the arrival of humanitarian aid to the Gaza Strip.

– By the 16th day of the first phase of the agreement and after the release of half of the Israeli prisoners, indirect talks between the two sides will begin regarding the agreement on the necessary arrangements for the return of lasting peace.

– The United Nations, relevant agencies and other international organizations carry out their work in providing humanitarian services in all areas of the Gaza Strip, and this continues at all stages of the agreement.

– Actions are also being taken to establish shelter camps to accommodate displaced people who lost their homes during the war.

– From the 14th day of the agreement, a certain number of military wounded can be taken out of Gaza through the Rafah crossing to receive medical services.

Second stage (42 days)

– This stage includes the completion of the agreement on the necessary arrangements to return to lasting peace and the declaration of its entry into force before the start of the exchange of prisoners between the two sides, which is about the release of the remaining Israeli prisoners in the Gaza Strip who are still alive, including military prisoners. We speak against the release of the agreed number of Palestinian prisoners in the prisons of the occupying regime, as well as the Palestinian detainees who were detained by the Israeli army in this area during the Gaza war and are imprisoned in the camps.

– This phase also includes the withdrawal of Israeli forces outside the Gaza Strip and the beginning of the necessary measures to carry out the reconstruction of all the houses and civil infrastructures in Gaza that were destroyed during the war.

The third stage (42 days)

– At this stage, all the dead bodies of both sides are exchanged after identifying them.

– In the third phase, the implementation of the Gaza reconstruction plan will begin for 5 years, including the reconstruction of houses and civil infrastructure, and the Palestinian side should not import any equipment or raw materials and other facilities for military purposes into Gaza.
