Challenges of America’s strategy to manage Gaza without Hamas.
While the fierce clashes between the Zionist regime army and the Palestinian resistance groups in the Gaza Strip continue and there is no clear perspective for the end of the war and the possible victory of the Zionists, the international movements headed by the United States are discussing the future of the Gaza Strip after what they call the “elimination of the Hamas movement.” They say it has increased. In this regard, Washington has started talks with the Zionist and Arab authorities about the future of the Gaza Strip without the rule of Hamas. Although no detailed and coherent plan has yet been presented, US Secretary of State Anthony Blinken recently provided the most comprehensive statement on the issue, outlining Washington’s red lines and expectations regarding the coastal enclave.
“After the end of the conflict, Gaza will not be occupied again, and there will be no attempt to limit or encircle Gaza,” Blinken said at a press conference in Tokyo. Blinken noted that there may be a need for a transition period at the end of the conflict, but post-Gaza governance must include the voice of the Palestinians. The voice of the Palestinians and the transition period that Blinken unveiled was to hand over the administration of Gaza to the Palestinian Authority, which White House officials are working on.
On the other hand, some sources recently announced that a secret meeting between American and European officials and some Arabs was held in Geneva to discuss the future of Gaza. According to “Khalij Online”, based on Germany’s proposal, the plan to create an international coalition to secure Gaza after the war, dismantle the tunnels to prevent arms smuggling to Gaza, and dry up sources of financial and political support for the Hamas movement has been proposed, and some members of Congress America has also agreed to this plan.
However, “NBC News” reported, citing informed sources, that because Tel Aviv has a clear plan about who will rule Gaza if Hamas is expelled, Washington’s concern has increased.
The organization does not have the ability to manage Gaza
The United States, like the leaders of Tel Aviv, is satisfied with the good service of the self-governing organizations and the provision of the interests of the Zionists in the West Bank. It should be seen whether, despite the insistence of the Americans, the self-governing organization has the necessary ability to manage Gaza.
Perhaps the Zionist regime could reach an agreement with the Palestinian Authority to control Gaza in cooperation with the Israeli military to ensure that Hamas cannot establish another military wing, but this scenario is unlikely. Because the Palestinian Authority in the West Bank has caused anger and dissatisfaction due to corruption and inefficiency and is not popular. The establishment has a bad history in Gaza and ruled for a short time from 2005 to 2007 before Hamas took power, but the people of Gaza expelled the establishment from this region in local elections.
Another issue is the capacity and ability of the self-governing organizations to support the civilians of Gaza. The experience of the past two decades has shown that the organization has failed to protect civilians from settler attacks in the West Bank, and its funding, provided by Tel Aviv, has been reduced to zero as Israel cut off millions of dollars in tax revenues collected for the Palestinians. has done. Therefore, in financial and military terms, the organization does not have the necessary power to take over the management of Gaza.
On the other hand, while the Americans want to rule the organization in Gaza, the survival of the self-governing organization has been questioned in recent years, let alone its ability to control 2 million Gazans after the war. Mahmoud Abbas has also realized the weakness and ineffectiveness of the organization, and for this reason three years ago, at the last moment, he did not allow the presidential and parliamentary elections to be held in the West Bank, because it was possible that Hamas would gain power in the West Bank as well as in Gaza. take
The decrease in the legitimacy of the self-governing organization and its ineffectiveness can be clearly seen in the establishment of resistance groups in the West Bank in the past two years when many of the security forces of the organization separated from the body of this organization and joined the resistance groups. Having said that, the establishment, which is unable to manage the West Bank, cannot take over the management of Gaza, because the residents of this area will not allow the security forces of this organization to rule over them, because they consider the establishment to be a puppet of the Zionists, which intends to threaten the security of Gaza. neutralize it so that the Zionists can continue their occupation policies in peace.
