PNN – The third UN meeting on Afghanistan, hosted by Qatar, will be held at the Ritz-Carlton Hotel in Doha, and representatives of more than 20 countries, including special representatives of China, Russia, Iran, Pakistan and India, will be present.
According to the report of Pakistan News Network from Kabul; Before holding the third meeting, Doha has hosted UN meetings about Afghanistan in two other phases; With the difference that in the previous two meetings, the representative of Afghanistan’s acting government was not present. But a long time ago, many efforts and consultations had been established for the participation of the Taliban delegation in the third meeting in Doha, until finally the Kabul authorities agreed to pack their bags and sit face to face with other participants in a hall from this evening to discuss Afghanistan issues.
So far, the presence of a delegation from the caretaker government of Afghanistan headed by Taliban spokesman Zabihullah Mujahid has been the most important difference between this meeting and previous meetings. However, the matter does not end here, and attention to other aspects of the meeting, including the announced agenda, also indicates more important points.

Zakir Jalali, a member of the Taliban participating in the Doha meeting, published a message on X and announced the plans of the meeting as follows:
According to the agenda, the official opening of the third Doha meeting starts at 6:45 and ends at 8:45. On the second day, two separate sessions will be held for both topics. From 8:30 a.m. to 11:00 a.m., there will be discussions on financial, banking and private sector sanctions, and the second session from 11:30 a.m. to 2:00 a.m. will have discussions on the fight against drugs and maintaining progress. With the end of this discussion, the Doha 3 meeting will officially end on the second day. The spokesperson of the United Nations has also announced this meeting for two days. Most of the participants leave Doha after the official end of the meeting. If some representatives have individual meetings after the meeting, it is not related to the Doha 3 meeting.
According to Jalali’s tweet, the following two axes will be the main axes of the third Doha meeting:
- Financial, banking and private sector sanctions;
- Talks about the fight against drugs and protection of achievements in this field.
The draft agenda of the Doha meeting states that the main goal of the United Nations and the representatives of the countries of the region and the world is to create a platform for dialogue and interaction with the Taliban.
Sources have added that in this meeting, the common concerns of the countries of the region and the world will be discussed with the Taliban. The recommendations of Feridon Senirlioglu will also be discussed in this meeting. The agenda of the second day of the meeting will also include discussion on the economic crisis in Afghanistan, empowering the private sector with a focus on women entrepreneurs, the issue of drugs and alternative cultivation for farmers.
Kabul has considered the issue of women and what has been called human rights issues by other countries as an internal issue and has convinced the host to drop this title from the meeting’s plans. Also, before flying to Doha, Zabihullah Mujahid announced another tacit agreement with the United Nations in a press conference; And the fact that none of the opponents of the caretaker government will attend the Doha meeting because this meeting is not an intra-Afghan dialogue, but a dialogue between Kabul, the United Nations and other countries!
Sohail Shaheen, the head of the Taliban political office in Qatar and a member of the negotiating team of the caretaker government of Afghanistan, also said: Now the world has decided to solve the issues through interaction with the Islamic Emirate instead of pressure, the other results will be known at the end of the meeting, but this is a good start for the interaction.
