What does Trump’s 20-point plan say to end the Gaza war?

20-point plan

PNN – Trump’s 20-point plan for a ceasefire in Gaza sets precise and urgent deadlines for securing the interests of the Zionist regime, but it presents a deceptive and ambiguous image of meeting the demands of the Palestinian people.

According to the report of Pakistan News Network, citing CNN, US President Donald Trump unveiled his roadmap for a ceasefire in Gaza on Monday, during a meeting with Israeli Prime Minister Benjamin Netanyahu, and threatened that if Hamas did not agree to this proposal, he would give the green light to continue Israel’s military operation.

The plan, which was previously set to consist of 21 articles, has apparently been reduced to 20. The plan was initially presented to Arab leaders on Tuesday on the sidelines of the United Nations General Assembly in New York.

Israeli Prime Minister Benjamin Netanyahu said in a joint press conference with US President Donald Trump after their meeting at the White House that he supports Trump’s plan.

Double standards in Trump’s plan

Based on the announced content, it appears that Trump’s plan, other than guarantees and deadlines for the release of Zionist prisoners, the disarmament of the resistance, and the destruction of their tunnels, does not provide any specific solution or clear timetable for the reconstruction of Gaza, the release of Palestinian prisoners, and the entry of humanitarian aid into the region.

According to this plan, the Zionist prisoners will be released immediately, the bodies of the dead will be handed over within 72 hours, and the Zionist forces will withdraw to the line agreed upon in the preparatory plan for the release of the prisoners. The plan does not provide a deadline for the release of Palestinian prisoners in exchange for Zionist prisoners, nor does it propose the release of all Palestinian prisoners. Rather, only 250 Palestinians sentenced to life imprisonment, plus 1,700 Gaza residents, will be released.

Trump, who had previously spoken of the forced displacement of all people from Gaza, claims in the new plan that no one will be forced to leave Gaza unless they themselves want to leave.

This plan presents a vague view of Trump’s economic plan for the reconstruction of Gaza, with no mention of the nature of the financing of the plan or the identity of the experts overseeing the plan or its timetable.

Although the plan emphasizes the Israeli regime’s withdrawal from Gaza, it does not announce precise geographical boundaries or a specific timetable for this withdrawal, which it emphasizes, will be gradual.

The Trump initiative calls for providing “safe passage for Hamas members who wish to leave Gaza to host countries,” but makes no mention of the countries hosting these elements.

Complete clauses of Trump’s ceasefire plan

The 20 clauses of the Trump plan, based on the specific literature of Donald Trump and Netanyahu, include the following:

  • Gaza will become a region free from extremism and terrorism (resistance groups) and will not pose a threat to its neighbors (Zionist settlers).
  • The Gaza Strip will be rebuilt for the benefit of the residents of Gaza.
  • If the parties accept the plan, the war will end immediately and Israeli forces will withdraw to the agreed-upon line to prepare for the release of prisoners. During this period, all military operations, including aerial and artillery bombardment, will be suspended, and the battle lines will remain fixed until the conditions for a complete phased withdrawal are met.
  • Within 72 hours of Israel’s public acceptance of this agreement, all Israeli prisoners, dead or alive, will be returned.
  • Upon the release of Israeli prisoners, Israel must release 250 Palestinian prisoners sentenced to life imprisonment, in addition to 1,700 Gaza residents who were arrested after October 7, 2023, including all detained women and children, and in exchange for the release of the body of each Israeli prisoner, the bodies of 15 Gaza martyrs will be exchanged.
  • Once the prisoners return, those Hamas elements who are committed to peaceful coexistence and disarmament will be amnestied, and safe passage will be provided for Hamas elements who wish to leave Gaza.
  • Upon acceptance of this agreement, full aid will be sent to the Gaza Strip immediately, and the amount of aid will be, at a minimum, in line with what was stated in the January 19, 2025 agreement on humanitarian aid. These measures will include the reconstruction of infrastructure (water, electricity and sewage), the reconstruction of hospitals and bakeries, and the arrival of equipment necessary for debris removal and the reopening of roads.
  • The entry and distribution of aid in the Gaza Strip will be carried out without interference from any of the parties and only through the United Nations and its agencies, the Red Crescent, as well as other international institutions. The opening of the Rafah crossing in both directions will be subject to the same mechanism as was approved under the agreement of January 19, 2025.
  • Gaza will be governed under an interim transitional government by a non-political Palestinian technocratic committee responsible for providing daily public services to Gazans. The committee will be made up of qualified Palestinians and international experts, under the supervision and guidance of a new international transitional body, the Peace Council, which will be chaired by Donald Trump.
  • Trump’s economic development plan for the reconstruction and revitalization of Gaza will be implemented through the formation of a committee of experts who have helped create some of the most modern and thriving cities in the Middle East.
  • A special economic zone will be created with preferential customs tariffs and import prices negotiated with participating countries.
  • No one will be forced to leave Gaza, and anyone who wishes to leave will be free and have the freedom to return. We will encourage people to stay and give them the opportunity to build a better Gaza.
  • Hamas and other groups agree to have no role in governing Gaza, whether directly, indirectly, or in any other way. All military and offensive infrastructures, including tunnels and weapons production facilities, will be destroyed and will not be rebuilt. There will be a process for the disarmament of Gaza under the supervision of independent observers, which will include the permanent removal of weapons from the area for their dismantling. The new Gaza will be fully committed to building a thriving economy and peaceful coexistence with its neighbors.
  • Regional partners will provide guarantees to ensure that Hamas and other groups adhere to their commitments and that a new Gaza does not threaten their neighbors or their people.
  • The United States will work with Arab and international partners to establish an interim International Stability Force (ISF) for immediate deployment to Gaza. The force will train and support Palestinian police forces in Gaza, and will consult with Jordan and Egypt, who have extensive experience in this area. This force will be a long-term internal security solution. The International Stabilization Force will work with Israel and Egypt to help secure border areas, alongside newly trained Palestinian police forces.
  • Israel will not occupy or annex Gaza, but Israeli forces will withdraw according to the criteria and timetables for disarmament agreed upon between the Israeli military, the guarantor parties, and the United States, with the aim of ensuring the security of Gaza and that it does not pose a threat to Israel or Egypt. In this way, the Israeli army will gradually hand over the territories of Gaza it has occupied, according to an agreement it will conclude with the transitional government. This will be with the exception of a safe zone where Israelis will remain until Gaza is completely safe from any new terrorist threat!
  • If Hamas postpones or rejects this offer, the above, including expanding the scope of aid operations, will be implemented in the terrorist-free areas handed over by the Israeli army to international security forces.
  • A process of interfaith dialogue, based on the values of tolerance and peaceful coexistence, will begin with the aim of changing the mindsets and perceptions of Palestinians and Israelis by emphasizing the interests of peace.
  • As the reconstruction of Gaza progresses and the Palestinian Authority’s reform program is implemented in good faith, the conditions may finally be created for a solution to the formation of a Palestinian state and self-determination, which we know is the aspiration of the Palestinian people.
  • The United States will initiate negotiations between Israel and the Palestinians to agree on a political horizon for peaceful and prosperous coexistence.
