Why did the Cairo negotiations not end in a ceasefire?

PNN – Negotiations between the United States, Egypt, Israel and Qatar in Cairo regarding a ceasefire in Gaza and the exchange of prisoners ended without success due to the differences of opinion in the governing body of the Zionist regime, as well as serious gaps between the demands of the two sides of the conflict.

The negotiators who met in Cairo to reach a cease-fire agreement in the Gaza war and exchange of prisoners ended the talks without any results.

“William Burns”, the head of the US Central Intelligence Agency (CIA), “Mohammed bin Abdulrahman Al-Thani”, the Prime Minister of Qatar, “Abbas Kamel”, the head of the Egyptian Intelligence Organization, and a delegation from the Israeli regime were present in these negotiations.

On one side of the ceasefire equation are Palestinian groups such as Hamas and Islamic Jihad, which, of course, were not represented in the negotiations. The resistance groups have declared their goal to realize the legitimate demands and rights of the Palestinian people and to establish a ceasefire and exchange of prisoners to achieve goals such as the real end of the aggression and crimes of the Zionist regime and their withdrawal from Gaza, increasing the delivery of aid and the arrival of international aid to this coastal strip, as well as the exchange of Prisoners have been conditioned based on resistance criteria.

In this context, “Mohammed Al-Handi”, the deputy secretary general of the Palestinian Islamic Jihad movement, emphasized that “Benyamin Netanyahu”, the prime minister of the Zionist regime, is not serious about reaching a ceasefire agreement and the exchange of prisoners. He added: The Israeli regime seeks to resettle the Palestinians and does not want to allow the refugees from the south of the Gaza Strip to return to the north. Hamas has also called the attack on Rafah the reason for the suspension of the ceasefire negotiations and the exchange of prisoners.

On the other side of the equation is the Zionist regime. Zionist media reported that Netanyahu rejected the proposal of Mossad and Shabak (Intelligence and Internal Security Organization) for an agreement with Hamas. Channel 12 of the Zionist regime reported that the Israeli delegation led by the head of the Mossad has left Cairo without any signs of progress.

Netanyahu’s rejection of Hamas’ proposal

Both Israeli and American sources said that the main difference preventing progress towards more serious negotiations is the high number of prisoners that Hamas wants to release in exchange for the release of any Israeli hostages, especially soldiers.

It is noteworthy that there was a difference between the political and security leaders of the Zionist regime before the delegation of this regime was sent to Cairo, and apparently this caused General “Nitzan Alon” to stay in occupied Palestine and not participate in the negotiations.

There are many evidences of the existence of serious differences of opinion among the political, administrative and security officials of the Zionist regime regarding how to end the Gaza war. For example, while the Zionist regime sent a high-level delegation to participate in the negotiations in Cairo, the Zionist newspaper “Maariu” announced the plan of the Zionist War Council to end the war against Gaza and achieve the desired goals of this regime by the end of spring.

Consultations of Jordan, Qatar and Egypt

The ceasefire negotiations between the Israeli regime and Hamas have another side, the Arab countries of the region, and in this regard, countries such as Egypt, Jordan and Qatar have become the center of negotiations for a new ceasefire and exchange of prisoners. News sources reported that the King of Jordan, who traveled to Washington, met with the American Foreign Minister Anthony Blinken and discussed the developments in Gaza. “Abdullah II” previously, in a meeting with a number of American senators in Washington, called for more efforts by the international community to stop the war in Gaza.

Egypt, which is one of the mediators to establish a ceasefire, has simultaneously protested the Zionist regime’s attack on Rafah and has opposed the policy of forced migration of Gazans to its borders. As in the past four months, Qatar also has a series of regional and extra-regional consultations, from the Palestinians and Zionists to Iran, Europe, and the United States.

The silence of Europe;

European countries, however, these days, rather than taking practical measures to establish a ceasefire, on the one hand, they express their concern about the continuation of the humanitarian disaster in Gaza, and on the other hand, they have demanded that the Zionist regime refrain from attacking Rafah, and in more clear terms, their actions are within the framework of expressing concern.

Contradiction in America’s behavior; Washington’s $14 billion aid to killing in Gaza

At the same time as sending the head of the CIA to Cairo to participate in the negotiations, US President Joe Biden has expressed dissatisfaction with the high casualties of the war and demanded that Tel Aviv think more before launching a massive attack on Rafah. But “John Kirby”, the spokesman of the American National Security Council, said that his country does not want to establish a comprehensive ceasefire in the Gaza Strip. Kirby claimed that the Zionist regime has legitimate goals in Rafah and should be careful in pursuing Hamas. Meanwhile, the US Senate approved a $95 billion aid bill to Ukraine, Israel and Taiwan. In this bill, 14 billion dollars are earmarked for the Zionist regime and more than 9 billion dollars for the areas where an active conflict is going on, including the Gaza Strip. This resolution shows that the presence of the American representative in the Cairo negotiations is not an action in the direction of peace, but to strengthen the position of the Zionist regime and increase the pressure on the Arab and Palestinian sides to give more points to Tel Aviv. America’s hypocritical approach is so obvious that “Joseph Burrell”, the head of the European Union’s foreign policy, addressed this country and its president’s pacifist gestures, saying that if America is worried about civilian casualties, it should stop providing weapons to the Zionist regime.
