Haddad was previously the commander of the Gaza City Division and a member of Hamas’s limited military council, with six battalions operating under his direct command. He plays a pivotal role in planning and executing military operations and is considered one of the key figures in Hamas’ operational structure.

On the eve of Operation “Al-Aqsa Storm” on October 7, 2023, he secretly gathered his commanders and issued written orders for the attack; orders that emphasized capturing the Zionist soldiers and transferring them to Gaza.

Haddad was one of Yahya Sinwar’s closest associates and played an important role in establishing the Qassam security structure.

He is said to have been given command of the Qassam after the assassination of Mohammed Sinwar. The Israeli Minister of Defense recently included him, along with other senior commanders, on the army’s list of future targets.

The Israeli army recently claimed to have recovered the body of Muhammad Sinwar, the younger brother of martyr Yahya Sinwar, who was the military commander of the Izz ad-Din al-Qassam Brigades.

Israeli Prime Minister Benjamin Netanyahu has also claimed that Mohammed Sinwar was assassinated. Israeli media have claimed that Sinwar was assassinated in an airstrike on May 13 in Khan Yunis. This news has not yet been confirmed by the Hamas movement.
