- After the prisoners are released, a general amnesty will be granted to Hamas members who commit to peaceful coexistence and decommission their weapons.

- Gaza will be governed by an interim transitional government, consisting of a Palestinian committee of non-political technocrats. - No one will be forced to leave Gaza. Those who wish to leave Gaza will have the freedom to leave and the freedom to return, and people will be encouraged to stay.
- Hamas and other Palestinian armed groups agree to have no role in governing Gaza, and all military infrastructure will be destroyed. A demilitarization process will take place in Gaza, overseen by an independent oversight committee.
- Regional partners will provide guarantees to confirm that Hamas and other factions will fulfill their commitments and that a new Gaza will not be a threat.
- Washington will work with its Arab and international partners to create an interim international stabilization force for immediate deployment in Gaza. The international stabilization force will work with Israel and Egypt to help secure border areas with newly trained Palestinian police forces.

- Israel’s withdrawal from the Gaza Strip will be carried out with the agreement of Washington, Egypt, and the guarantors, and will be implemented gradually.
