Aviation analyst and former inspector general Mary Schiavo told CNN: We see other lights in the area, in particular a bright light from another plane and the control tower asks the helicopter: Do you see the plane?
He added: The first time I looked at that video, I focused on the moving light, not the static light, which was not actually static. It’s just a matter of situation. There is concern that the helicopter pilot may have focused on the brighter, moving light and mistaken it for the aircraft he was supposed to be tracking.

CNN, quoting another expert from the US Aviation Administration, also said: Flying at night creates challenges for pilots. When you fly at night, you have to focus on the movement of the lights first, and you have to learn that it can be distracting.
The US Defense Secretary said on Friday local time in a conversation with Fox News that Authorities are still looking for the black box, and other factors in the crash, including the height of the helicopter and whether the crew were wearing night vision goggles, are still under investigation.
The new US defense minister said: We are looking at the height. The president was clear about this. Someone was at the wrong height. The investigation will determine whether the helicopter was at a very high altitude. At present, we are not fully aware of this.
