“Doha 3” meeting; Will Afghanistan’s demands be met?

PNN – The holding of the third Doha meeting with the focus on Afghanistan, hosted by the United Nations, which is scheduled to be held on the 10th of July in Qatar, has been analyzed and investigated by political circles for some time and has attracted the attention of many world media.

According to the report of Pakistan News Network from Kabul; In the third Doha meeting, representatives of more than 25 countries and international organizations will participate in it and discuss the situation in Afghanistan in different dimensions. This meeting is being held while the officials of Afghanistan’s caretaker government still look at it with suspicion and have conditioned their presence in this meeting as before. Because they fear that in this meeting, like the previous two meetings, their main demand, which is the recognition of the current government of Afghanistan, will continue to be neglected.

Amir Khan Motaghi, Acting Minister of Foreign Affairs of the caretaker government, in recent days in a meeting with Thomas Nicholson, the European Union’s special representative for Afghanistan, said: Afghanistan will examine how the Doha 3 meeting will be held and then announce its position.

According to Motaghi, Afghanistan’s policy is based on balance and positive interaction with all the countries of the world, and he wants a meaningful presence in the Doha 3 meeting that will bring prosperity to the people and the country.

Zabihullah Mujahid, the spokesman of Afghanistan’s caretaker government, also told the media: We are ready to attend the third Doha meeting if it is in the country’s interest.

Mujahid added: Before this, one of the conditions was that only the caretaker government should be present on behalf of Afghanistan in order to explain the unity of Afghanistan in the meeting, this is very important for us.

The spokesperson of the caretaker government of Afghanistan emphasized: The third meeting should discuss more interaction with the caretaker government, lifting of bans on officials of the caretaker government and key issues of Afghanistan.

These statements are expressed while some political analysts either evaluate and judge the issue by referring to the first and second Doha meetings that did not lead to any results for Afghanistan, or they compare it to the Ben meeting.

According to many experts, the political view of the heads of the caretaker government of Afghanistan is still far from the view of many countries, what they think for Afghanistan, including the formation of an inclusive government, for this reason, we cannot be very hopeful about the outcome of the third Doha meeting.

Earlier Golbedin Hekmatyar had said: The third meeting in Doha is a repetition of the failed experience of Bonn, and its purpose is to elect Benin Sivan and another Akhdar Ebrahimi, who will be America’s favorite person, and whose mission is to coordinate between the countries that are involved in the events of Afghanistan.

However, it must be said that in terms of time and place, the conditions of the Bonn meeting are completely different from the Doha meeting. Because in the Bonn meeting, first of all, the representatives of all the major political parties and organizations of Afghanistan were present, and the creation of a government similar to a joint-stock government was planned, which means that the representative of each of the effective parties should be present in the government structure, which finally happened.

Secondly, the Taliban, which was a part of the realities of Afghanistan, was mysteriously removed from the political arena in this meeting, but this same group is the ruler of Afghanistan today and has made its presence in the Doha meeting conditional. However, how will the western countries succeed in repeating the experience of Ben and making a puppet or stock government rule in Afghanistan?!

With all these statements and analyses, in order to further clarify the legal dimensions related to how Afghanistan’s relationship with the world has been for nearly three years, it is necessary to go back a little to the past and review the first and second meetings in Doha.

What was the result of the first Doha meeting?

The first Doha meeting was held in Doha with the presence of representatives of 25 countries and international organizations. No representative of the caretaker government of Afghanistan was invited.

This was while the ruling current in Afghanistan was in dire need of world attention and recognition after the fall of the republican system, but the UN Secretary General announced from the beginning that Taliban leaders were not invited to this meeting.

The participants of this meeting were mainly donor countries to Afghanistan, who spoke about the humanitarian crisis, and the lack of presence of women in the government structure and foreign institutions. But what the United Nations and the representatives of many countries rejected before the start of the dialogue and said that it was not on the agenda of the meeting was the issue of the caretaker government’s protocol.

In this meeting, what was expected by the leaders of the ruling system in the country, which was the issue of recognizing Afghanistan and having official relations with the world, not only was not achieved, but it was not discussed at all.

This meeting ended without results due to the fact that a representative of the caretaker government of Afghanistan was not present and the leaders of the current government called the demands of countries and representatives of international organizations in the absence of Afghanistan and behind the scenes, interference in the internal affairs of Afghanistan.

What was the achievement of the second Doha meeting?

The second two-day meeting of the United Nations from February 18 to 19, 2024, which was held 8 months after the first meeting in Doha, was one of the most important international meetings about Afghanistan after the fall of the republican regime.

In the second meeting, unlike the first meeting, the heads of the caretaker government of Afghanistan were invited. But due to the fact that the foundations of the new system in the country were slightly strengthened and at the same time some countries did not block their embassies in Afghanistan and Afghanistan’s relations with the world were at least de facto coming to life. The officials of the current government conditioned their participation in the second Doha meeting, and their main condition was the absence of representatives of the Afghan civil society in this meeting.

Now the third Doha meeting hosted by the United Nations will be held in Doha, let’s see what the outcome of this meeting will be. Will there be a hope for the recognition of Afghanistan and will it become an official member of the international community once again, or will it be fruitless like the previous two meetings?
