Full details of Hamas’ response to the Witkoff plan for a Gaza ceasefire

PNN – In its response to the ceasefire proposal presented by the United States, Hamas demanded a real guarantee for the end of the war and the withdrawal of the occupying forces from Gaza, and emphasized that living and dead Israeli prisoners would be released in several stages in exchange for an agreed number of Palestinian prisoners.

According to the report of Pakistan News Network, while the Hamas movement yesterday presented its response to the deceptive proposal of Steve Witkoff, the US envoy to the Middle East, regarding a ceasefire in Gaza, which Witkoff considered unacceptable, Al Jazeera has published a version of Hamas’ response.

Hamas announced yesterday, Saturday evening, that it has submitted its response to the new ceasefire proposal in Gaza, and the provisions included in this response include achieving a permanent ceasefire, the complete withdrawal of the occupiers from the Gaza Strip, and guaranteeing aid to the Palestinians in the strip.

Hamas’ response includes the release of 10 live Israeli prisoners and the bodies of 18 dead prisoners in several stages in exchange for the release of an agreed number of Palestinian prisoners during a 60-day ceasefire, during which negotiations will take place to end the war and Israel’s withdrawal from Gaza.

Negotiating framework for a permanent ceasefire agreement

During the 60-day ceasefire, US President Donald Trump guarantees the Israeli regime’s commitment to the ceasefire.

During this period, 10 live Zionist prisoners and the bodies of 18 dead prisoners will be released; four live prisoners will be released on the first day, two live prisoners on the thirtieth day, and four live prisoners on the sixtieth day. The bodies of six dead prisoners will be released on the tenth day, another six bodies on the thirtieth day, and another six bodies on the fiftieth day.

Humanitarian situation in Gaza

Immediately after the ratification of the ceasefire agreement, aid will be delivered to Gaza through the United Nations, its agencies, and other international bodies, including the Red Crescent, in accordance with the humanitarian protocol included in the agreement of January 19, 2025.

Critical infrastructure, including electricity, water, sanitation, communications, and roads, will be restored, and necessary equipment, including building materials, will be imported. Reconstruction of hospitals, health centers, schools, and bakeries will also begin across Gaza.

Residents of the Gaza Strip should be allowed to travel and return through the Rafah crossing without any restrictions, and the movement of goods and commercial activities should resume.

Israel’s military movements

All military movements of the Zionist regime will cease at the same time as the ceasefire agreement comes into force, and during the ceasefire period, the regime will suspend its flights, both military and reconnaissance, over the Gaza Strip for 10 hours a day and for 12 hours a day on prisoner exchange days.

On the first day of the agreement, four live Israeli prisoners will be released, provided that the Zionist military withdraws from all areas of the Gaza Strip to their own positions, in accordance with the mechanism set out in the agreement of January 19, 2025, and in the form that existed before March 2.

Negotiation file

On the first day, indirect talks will begin under the supervision of mediators guaranteeing a permanent ceasefire on the following issues:

– Keys and conditions for the exchange of all remaining Israeli prisoners for a specific number of Palestinian prisoners agreed upon.

– Declaration of a permanent ceasefire and complete withdrawal of the occupying forces from the Gaza Strip. (After an agreement is reached on the exchange of prisoners and before the start of the process of their handover, a permanent ceasefire and the withdrawal of the Zionist military from all areas of the Gaza Strip will be announced).

Arrangements the day after the war in the Gaza Strip

An independent technocratic committee will take over the management of all affairs in the Gaza Strip with full authority and duties immediately after the implementation of the ceasefire agreement.

Mutual military operations between the two sides will cease for a period of 5 to 7 years, as guaranteed by the mediators.

Donald Trump must provide strong assurances about the parties’ commitment to the ceasefire agreement and guarantee that negotiations during the temporary ceasefire, if successful, will lead to a permanent solution to the conflict.

The Palestinian Prisoners Case

In exchange for the release of 10 live Israeli prisoners and the bodies of 18 dead prisoners, a number of live Palestinian prisoners and the bodies of martyred Palestinian prisoners will be released according to an agreement to be reached.

On the tenth day, Hamas will provide information on the number of living and dead Israeli prisoners remaining in Gaza, and in return, Israel will provide complete information on all living and martyred Palestinian prisoners detained from the Gaza Strip since October 7, 2023.

Hamas commits to ensuring the health, welfare, and security of Israeli prisoners immediately after the ceasefire, and in return, Israel must commit to ensuring the health, welfare, and security of Palestinian prisoners in its prisons and detention centers in accordance with international laws and norms.

Negotiations for a permanent ceasefire must be completed within 60 days, and after an agreement is reached, following the announcement of a permanent ceasefire and the complete withdrawal of Israeli forces from the Gaza Strip, the remaining Israeli prisoners, both living and dead, from the list of 58 people provided by the Zionist side will be released in exchange for the agreed number of Palestinian prisoners.
