The report stated that the Israeli cabinet, through an extraordinary decree, ordered the rapid reconstruction of this refinery without the need for a permit.
This order was issued after many concerns arose about the supply of fuel in the occupied territories, as the Haifa refinery supplies about two-thirds of the fuel consumed in the occupied territories and is considered a vital infrastructure of the regime that has been severely damaged.
The fuel supply problem and the serious damage to this oil refinery have caused the Israeli Ministry of Interior to implement a state of emergency decree to repair the damage to this company, as a result of which there is no need to issue a construction permit and comply with environmental regulations to rebuild this refinery.
