This publication considers the new action in the Trump administration as one of the most extensive efforts in recent decades to redefine the legal meaning of US citizenship and national loyalty. The law, titled the Exclusive Citizenship Act of 2025, states that “citizens of the United States shall owe allegiance solely and exclusively to the United States.”

According to the bill, “a person may not be a citizen or national of the United States and simultaneously hold foreign citizenship.”

According to the bill, U.S. citizens who hold foreign citizenship must renounce their non-U.S. or U.S. citizenship within one year of the date of enactment, and those who fail to comply with this law are considered to have voluntarily renounced U.S. citizenship.
