Most Palestinians oppose disarming the resistance and doubt the possibility of an independent state.

The poll, conducted by the Palestinian Center for Policy and Polling Research (PCPSR), found that 69 percent of Palestinians in the Gaza Strip and the West Bank opposed Hamas’s disarmament, and 70 percent did not believe that Trump’s plan would lead to the establishment of a Palestinian state within five years.

The report found that reactions in the West Bank and Gaza Strip to Donald Trump’s plan for a ceasefire and cessation of hostilities differed, with Gazans more supportive of the plan than West Bankers. The majority of respondents supported Hamas’ response to the plan, but strongly rejected disarmament, and the majority doubted that the plan would end the war or lead to the establishment of a state.

Statistical population

The survey sample consisted of 1,270 respondents, including 830 respondents in the West Bank (in 83 residential areas) and 440 respondents in the Gaza Strip (in 44 areas), with a margin of error of 3.5%. The survey was conducted in the West Bank and Gaza Strip between October 22 and 25, 2025, in person, virtually, or by telephone.

Leadership of Palestinian groups

The report also states that the leadership crisis among Palestinians continues, reflected in the continued dissatisfaction with President Mahmoud Abbas and the Palestinian Authority government and the emergence of Marwan Barghouti as the leading candidate for Palestinian leadership. Hamas is gaining ground over Fatah. Since October 7, despite declining expectations of a Hamas victory, support for the offensive has continued. Gazans are more open to negotiations and compromise, while West Bankers prefer armed struggle.

Trump’s Plan

The Palestinian Center for Policy Research and Polling reported: “We asked Palestinians in both areas whether they supported or opposed Trump’s plan.
47 percent supported the plan, while 49 percent opposed it. Support was significantly higher in the Gaza Strip compared to the West Bank, at 59 percent and 39 percent, respectively.

Support was also higher among those who had been informed about the plan compared to those who had not been informed, at 50 percent and 39 percent, respectively.

Continued War in Gaza

59 percent believe that the war in Gaza will begin soon, while Gazans are evenly split between optimism and pessimism, at 49 percent and 48 percent, respectively. In the West Bank, only 33 percent believe that the war in Gaza will not begin again soon.

Disarming the Resistance

69 percent of respondents, especially in the West Bank, oppose the Trump plan’s provision for disarming Hamas in the Gaza Strip, even if it is a condition to prevent war.

Notably, opposition to disarming Hamas in the occupied West Bank, which is run by the Palestinian Authority, is very high; 78 percent of respondents wanted Hamas and the resistance to keep their weapons.
