According to the report of Pakistan News Network, the New York Times newspaper wrote in a report published on Sunday that Israel had presented a plan to provoke a domestic uprising in the country on the eve of war with Iran, but this goal has not been achieved so far.
According to the report, which cited current and former US and Israeli intelligence officials, Mossad Chief David Barnea presented a plan to Benjamin Netanyahu in mid-January 2026 and then shared it with senior officials of the Donald Trump administration in Washington.
The plan claimed that Mossad could mobilize Iranian opposition, spread unrest, and even prepare the ground for the collapse of the Iranian government within days of the start of the war. The plan also included assassinating Iranian leaders early in the conflict and conducting intelligence operations to encourage regime change.
According to the New York Times, Netanyahu accepted the plan, and Trump also viewed it positively. In his speech at the start of the war, he addressed the Iranian people, saying: Take over your government; this government belongs to you.
At the same time, some senior American officials and a number of Israeli intelligence officials were skeptical about the feasibility of this plan.
Now, three weeks after the start of the war, there is no sign of a widespread uprising in Iran, according to the New York Times. American and Israeli intelligence assessments indicate that the Iranian regime remains intact.
The report adds that Benjamin Netanyahu has expressed disappointment in domestic circles that Mossad’s promises have not been fulfilled, and that hopes for a quick end to the war by inciting internal unrest in Iran have not been realized.
