Norway: Gaza ceasefire fragile.
According to Reuters, Id said on Saturday that the Gaza Stabilization Force and Peace Council should be established this month and that the international force should act as a peacekeeping force.
The United Nations Security Council on November 17, 2025, corresponding to November 16, adopted a US-proposed resolution based on the so-called Trump peace plan for the future of Gaza by 13 votes with Russia and China abstaining, according to which the peace commission and the international stabilization force in Gaza will be authorized to operate as stated in the “US Comprehensive Plan to End the Gaza Conflict.”
According to the resolution, the international stabilization force will ensure the disarmament process in Gaza, including by collecting weapons and destroying military infrastructure.
The second phase of the agreement will include the withdrawal of Israeli forces from most of the Gaza Strip, the deployment of an international peacekeeping force, and the establishment of a new governance structure in the area.
Axios reported: According to new information, the “Peace Council” headed by Trump is set to head this governance structure.
The Axios report continued: “Washington and the mediators are working to provide all the necessary elements for a phase two agreement.”
“Everything is going well, and the goal is to announce phase two of the plan before the Christmas holidays,” Axios added, citing an official familiar with the process.
