PNN – In an open letter addressed to the three leaders of Lebanon and the people of the country, Hezbollah outlined its general strategy regarding Hezbollah’s weapons and indirect negotiations with the Zionist enemy.
According to the report of Pakistan News Network, citing Al-Manar, Hezbollah in Lebanon wrote an open letter to Lebanese President Joseph Aoun, Parliament Speaker Nabih Berri, and Lebanese Prime Minister Nawaf Salam.
In this letter, Hezbollah — given its commitment to a national understanding, support for sovereignty, and the preservation of security and stability in Lebanon — and in order to strengthen and back Lebanon’s unified stance against Israeli aggression and its ongoing violations of the ceasefire declaration (which was reached following the efforts of U.S. envoy Amos Hochstein and indirect negotiations between the Lebanese government and the Israeli regime) — has presented its view on the situation and its national position. It regards this stance as an effective measure to protect Lebanon’s interests at this stage and to thwart attempts to pull the Lebanese government into new rounds of negotiations that serve only the goals and interests of the Israeli enemy and domineering powers opposed to justice and fairness.
The ceasefire declaration of November 27, 2024, which was agreed upon to halt Israeli aggression against Lebanon, served as an implementation mechanism for UN Security Council Resolution 1701, issued in 2006. This resolution designated the operational zone exclusively to the south of the Litani River in Lebanon. The content of the declaration emphasized the evacuation of that area from weapons and armed groups, and the withdrawal of Israeli forces behind the Blue Line.

In its preamble, the declaration stated that its provisions were a step toward enforcing Resolution 1701. Under that resolution, the Lebanese government, Hezbollah, and all other armed groups on Lebanese soil were prohibited from carrying out operations against Israel, while in return, Israel was to refrain from any offensive military actions against Lebanese territory—including civilian, military, or governmental targets—whether by land, air, or sea.
According to Hezbollah’s letter, while the facts demonstrate Lebanon and Hezbollah’s full commitment to the ceasefire declaration since its issuance, the Israeli enemy has continued its violations of the agreement by land, sea, and air, paying no heed to calls to end such hostile acts.
The letter further states that although some parties attempted to present the Lebanese government’s hasty decision regarding the monopoly of arms as a gesture of goodwill toward Israel and its supporters, the enemy exploited this mistake to impose the disarmament of the Resistance throughout Lebanon as a condition for halting its hostile actions—a demand neither mentioned in the ceasefire declaration nor acceptable in any form.
Hezbollah affirmed that the issue of arms monopoly cannot be raised in response to foreign demands or Israeli blackmail, but must instead be discussed within a national framework, in which there is consensus on a comprehensive strategy for defense, security, and the protection of national sovereignty.
The movement stressed that it should be clear to all Lebanese that the Israeli enemy does not target Hezbollah alone, but seeks to undermine Lebanon as a whole, aiming to strip the country of its ability to reject the Zionist regime’s extortionist demands and to impose submission to its political and regional interests. Therefore, Hezbollah called for a unified and dignified national stance that upholds Lebanon’s sovereignty, dignity, and self-respect.
The letter described falling into the trap of negotiations as a move that would grant further advantages to Israel, which has never honored its commitments nor offered concessions. It asserted that no negotiations with this brutal enemy, backed by the tyrannical American power, can yield results.
Hezbollah added that Lebanon is currently engaged, under the text of the ceasefire declaration, in efforts to halt aggression and pressure the Zionist enemy to comply with its obligations. Lebanon, it said, will not succumb to blackmail or be drawn into political negotiations with the Zionist regime, as such a step brings no national benefit and poses existential dangers to Lebanon’s sovereignty.
In conclusion, the letter reaffirmed Hezbollah’s legitimate right to resist occupation and aggression, standing alongside the army and the people to safeguard the nation’s sovereignty. It declared that legitimate defense is not subject to the concepts of peace or war decisions, but rather, Lebanon’s right to defend itself against an enemy that has imposed war and continues its aggression.
Hezbollah underscored the necessity of unifying efforts to stop Israeli aggression and ambitions against the country and to repel its security and existential threats. The movement expressed respect for the patience of the Resistance’s base and pledged to the Lebanese people that it would spare no effort in defending the nation’s dignity, sovereignty, and future generations’ aspirations.
