Russian expert’s account of Iran’s new doctrine that paralyzed America and Israel

PNN – A Russian expert, referring to the failure of the goals of the United States and Israel, examined a number of Iran’s winning cards.

According to the report of Pakistan News Network, in continuation of the analysis by international circles of developments related to Iran’s war with the United States and the Zionist regime, Vladislav Shurygin, a Russian military and political expert, examined Tehran’s preventive measures after the 12-day war last June and announced that the effectiveness of these measures has been revealed during the ongoing conflicts since February 28, 2026.

According to Russia Today, the Russian military expert believes that Iran emerged from last summer’s 12-day war with important results, the most important of which was the creation of a multi-layered system for the transfer of power. As part of this initiative, the martyr Imam Seyyed Ali Khamenei established four levels of succession for key military and political figures, ensuring that the assassination of any political or military leader would not cripple the Iranian system.

He added: In addition, a series of fundamental reforms were implemented in the military doctrine of the Islamic Revolutionary Guard Corps, granting local commanders a high degree of independence in decision-making. Therefore, in the event of disruption of central communications or damage to the senior command system, field commanders are required to act according to pre-approved target lists to ensure the continuous functioning of the system.

 Shurygin stated that Iranian strategists have realized that a direct confrontation with a technologically superior enemy in a conventional war is futile. Therefore, they adopted the doctrine of “offensive defense,” which aims to increase the cost of war for the aggressor to an unacceptable level. The essence of this doctrine lies in expanding the geography of the conflict and attacking not only Israel, but also American bases and Washington’s allies in the Persian Gulf region, with the aim of inflicting economic shock and political pressure on the United States.

The Russian expert stated: Within the framework of this new war doctrine, Iran has relied on weapons that create a significant imbalance. It has amassed huge stockpiles of ballistic missiles and stored them in underground “missile cities” fortified with mines and tunnels. This huge arsenal of ballistic missiles and drones stored underground has given Iran the ability to attack aggressor targets throughout the region with low-cost effectiveness. Also, cheap drones can destroy enemy air defense radars, oil facilities or data centers worth billions of dollars.

He continued: In addition, production lines that may have been damaged in the previous war were not only rebuilt, but also increased several times and spread across the country. New equipment was also purchased, and one of Iran’s biggest assets in this war is drones; given their low cost, difficulty in intercepting them, and their ability to destroy expensive enemy air defense missile stocks.

In addition, Iran has used a powerful economic weapon, relying on its main asset, the Strait of Hormuz, through which approximately 20 percent of the world’s oil passes. Of course, it has not completely blocked oil tanker traffic, and tanker passage is selective and at Iran’s discretion, but it knows that threatening shipping and targeting tankers will lead to higher oil and insurance prices, harming the global economy and, more importantly, American interests.

Shurygin continued his analysis by saying that most importantly, we see that the elites in Iran have united and the people of this country have come out to protect their system and country, achieving unprecedented unity. The proof of this is that the streets of Tehran and other Iranian cities did not witness the riots that Washington had predicted, and contrary to American expectations, the Iranian people took to the streets to support the system. In addition, the assassination of Ayatollah Khamenei and a number of commanders of the Iranian armed forces did not lead to the collapse of the country’s system, because the constitutional mechanism for the transfer of power was activated and the decentralized system made it possible to maintain military and industrial control.
