PNN – According to Western media, the shortage of manpower and psychological pressure on soldiers on the war front are one of Ukraine’s most acute problems, and according to Kiev officials, the plan to recruit young people aged 18 to 24 to serve in the army has failed, despite offering benefits and bonuses.
According to the report of Pakistan News Network, citing Novosti news agency, the Wall Street Journal newspaper wrote in a report that young Ukrainians under the age of 25 are not interested in voluntarily joining the country’s armed forces, and despite the promise of bonuses and benefits, only about 500 people have joined the program.

The report says: So far, few young people have shown interest in the “18-24 Contract” program. Ukrainian officials have admitted that only about 500 people have joined the scheme since it began in February.
According to the newspaper, most men who wanted to take part in the military conflict with Russia “had signed up long ago,” and every year it becomes more difficult to recruit new recruits. At the same time, many men aged 18 to 60 who are not allowed to leave the country have either gone into hiding or have paid bribes to escape military mobilization.
Financial Times: Morale of Ukraine’s armed forces has collapsed
In addition, the Financial Times newspaper reported that serving Ukrainian troops are frustrated and exhausted, and their morale is plummeting due to the lack of a clear plan from Ukrainian authorities to end the conflict.
The Financial Times has highlighted that the conscription process in Ukraine remains fraught with serious corruption and violence, with conscription officers arresting unregistered men on the streets and forcing them into cars. The authors of the report also confirmed that the process of recruiting young men aged 18 to 24 to serve in the Ukrainian army has “virtually failed.”
