The draft resolution also calls for lifting sanctions on Anas Khattab, Syria’s interior minister affiliated with al-Julani’s regime.

To pass, the resolution requires the approval of at least nine of the Council’s fifteen members and must not be vetoed by any of the five permanent members.

This is not the first time Washington has eased restrictions in favor of al-Julani’s network. In the past, the U.S. lifted sanctions on figures linked to his group as part of broader support measures for the organization.
