Kirby claimed: We are concerned about the humanitarian situation in Gaza and we agree that there is great suffering, especially with the arrival of winter, and we lead the world to relieve the pain and suffering of Gaza, and we do not want any more civilians to be harmed.

“The purpose of this resolution is to facilitate and help expand humanitarian aid to Gaza, and we cannot ignore this goal,” said Nate Evans, the spokesman for the US mission to the United Nations.

In a statement, the spokesperson of the US delegation to the United Nations claimed: There are still serious and widespread concerns that the resolution could slow the delivery of humanitarian aid by creating an unenforceable monitoring mechanism. We must ensure that any resolution leads to help and does not harm the status quo.

This statement is made while the UN Security Council has postponed the vote on this resolution three times due to the continuation of negotiations. The time of today’s possible voting on the resolution has not yet been announced.

At the same time, a diplomatic source told reporter: Key issues of the draft that remain in the negotiations include the tone and wording of “cessation of hostilities” and a request to the United Nations to “establish a monitoring mechanism in the Gaza Strip with the necessary personnel and equipment, under the authority of the United Nations Secretary-General.”

On the other hand, US President Joe Biden told reporters: “We are negotiating at the United Nations about the framework of a resolution that we might be able to agree to.”

The United States of America (December 8, 2023), as a permanent member of the Security Council, vetoed the resolution proposed by the United Arab Emirates, which was based on the request of UN Secretary General Antonio Guterres, to establish a ceasefire in the Gaza Strip, despite obtaining 13 votes in favor in this council.

Earlier, diplomatic sources told reporter at the United Nations: The conflict over the clauses of this resolution continues so that the text of this resolution is such that the United States of America does not vote against it and does not veto it.
