PNN – A Lebanese newspaper has revealed confidential details of the security annex to the framework agreement between Lebanon and the Israeli regime.

According to the report of Pakistan News Network; the Lebanese newspaper Al-Akhbar announced that it had obtained the text of the security annex to the framework agreement between Lebanon and the Israeli regime through several diplomatic channels.

The newspaper noted that the leaked document only contains the general framework and that its clauses and operational titles have not yet been revealed. An informed source told Al-Akhbar that the enemy has detailed proposals for each clause of the security annex, especially those related to the role of the Lebanese army and its operational mechanisms.

He added that the American side, in turn, has made additional proposals regarding the military, including ideas that are included in a general framework but revive the previous plan to create a special force to disarm Hezbollah.

According to the latest leaked version, the security annex includes the following:

First: Designation of Test Areas

The parties immediately commit to design and launch the first test area in the southern part of the Litani, within the framework of an agreed military planning operation, which follows a four-phase model:

  1. Clear the area and take legal action against all non-state armed individuals carrying out unauthorized activities, and destroy or disable their associated infrastructure, weapons and depots, tunnels and command centers of non-state armed groups.
  2. Verify the progress of developments through a third party agreed upon by the parties, stating that the area is free of non-state armed groups and their military infrastructure.
  3. Deploy highly effective Lebanese Armed Forces, assuming full operational control, in a manner that prevents any return of non-state armed groups’ activities.
  4. The Lebanese government will lead the reconstruction efforts with the support of international aid and in coordination through the political path.

Second: Implementation and Verification

The Lebanese Army will manage the implementation of this model, with its success measured by the extent to which the agreed upon and verifiable disarmament and demobilization operations are achieved within the framework of the negotiations. The Zionist regime and Lebanon will form the “Military Coordination Team for Lebanon” (MCG4L), which will be responsible for the day-to-day management of the conflict prevention operation, verification, and monitoring of the comprehensive implementation. The team will submit its reports to the political authorities in Lebanon and Israel through indirect military channels between them, and verification of the progress of the activities will be carried out in parallel with the clearance operations.

Third: Security Commitments

The Lebanese Army commits to taking all necessary operational measures to ensure the disarmament of Hezbollah and other non-state armed groups and the end of any military role or capability they may have within Lebanese territory.

Fourth: Gradual Redeployment

Until the completion of the agreed and verifiable disarmament and disbandment operations, the Zionist regime undertakes to carry out a gradual reduction of its forces on Lebanese soil according to specific conditions. This process will be carried out with a view to their final redeployment according to a specific plan and sequence through the “Military Coordination Team for Lebanon” (MCG4L) and simultaneously with the deployment of the Lebanese army.

Fifth: The Desired Outcome

The Lebanese government, within the framework of broader efforts to disarm and disband all non-state armed groups, based on the Framework Agreement, must restore full sovereignty over all of its lands and ensure the long-term security of the Zionist regime.

Sixth: Monitoring and Dispute Resolution

The Parties, with the participation of the United States, shall conduct periodic reviews of the measures taken and may amend this Annex by mutual agreement. Any dispute concerning its interpretation or implementation shall be resolved through trilateral discussions.
