7 points about the Swiss negotiations/Following up on the US commitment in Lebanon; the main agenda

Swiss negotiations

PNN – Pursuing the US commitment in Lebanon has been the main agenda of the Iranian delegation in the Swiss negotiations.

According to the report of Pakistan News Network; a source close to the negotiating team, provided a report on some of the issues in the Swiss negotiations between the Iranian and American delegations.

According to this informed source, some of the important issues are as follows:

  1. Iran traveled to Switzerland to follow up on the implementation of Article 13 of the Memorandum of Understanding. According to Article 13, the first paragraph (end of the war on all fronts, including Lebanon), the fourth paragraph (lifting the naval blockade), the fifth paragraph (beginning of the opening of the Strait of Hormuz), the tenth paragraph (issuance of the embargo on the sale of Iranian oil, petrochemicals, and derivatives), and the eleventh paragraph (beginning of the release of assets) must occur in order for the next negotiations to begin for the final agreement.

Despite the signing of the Memorandum of Understanding, Israeli aggression in Lebanon continued, and the Iranian delegation, through coordination with the Special Field, focused its main task on the implementation of this paragraph.

  1. According to the Qatar-Pakistan statement released early this morning Tehran time, a dispute resolution unit will be formed with the presence of Iran, the US, Lebanon, and facilitated by Qatar and Pakistan to oversee the implementation of Article 1 in Lebanon. Therefore, Iran, despite the wishes of the US and Israel, is part of the security story in Lebanon and was able to make arrangements for Article 1 in the context of Lebanon.
  2. Despite the fact that the naval blockade has been lifted, Iran does not consider the Strait of Hormuz to be equivalent to a naval blockade. Rather, the implementation of the remaining clauses, including Article 1 on Lebanon and Iran, as well as the issuance of waivers to the Iranian oil embargo and the start of the release of assets related to the opening of the Strait of Hormuz and future negotiations.

Therefore, if Article 13 is not implemented with priority over Article 1 regarding Lebanon, Iran considers its commitments to be reversible.

  1. The negotiations of the main Iranian delegation in Switzerland have ended; however, the experts are still in Switzerland and are following up on the implementation of the memorandum of understanding.
  2. No nuclear negotiations have been held so far and Iran is waiting for the fulfillment of Article 13. As long as Article 13 is not fulfilled, the time has not come to start nuclear negotiations.
  3. No negotiations were held in Switzerland with Rafael Grossi, Director General of the International Atomic Energy Agency.
  4. The Swiss negotiations discussed the release of Iranian assets, as well as the issuance of sanctions waivers on the sale of Iranian oil, petrochemicals, and derivatives, and it is expected that the waiver notice will be published on the US Treasury website.
