PNN – Al-Sharq TV channel published the text of the Lebanese government’s compromise agreement with the Israeli regime, which has faced widespread opposition within the country, especially from Hezbollah and its popular base.

According to the report of Pakistan News Network; On Friday, following several days of negotiations in Washington and in the presence of U.S. Secretary of State Marco Rubio, negotiating delegations from the Lebanese government and the Israeli regime reached an agreement known as the “tripartite framework agreement” (involving the Lebanese government, the Israeli regime, and the United States).

In the first domestic reaction, Hassan Fadlallah, a representative of the Hezbollah-affiliated Loyalty to the Resistance faction in the Lebanese parliament, rejected this agreement and condemned the Lebanese government’s actions, emphasizing: We will not allow this government to destroy Lebanon, and we will not leave our fate and our country in its hands.

Fadlallah added: The government gave a gift to the Zionist enemy, but this gift will have no effect on the situation on the ground. Whatever action the government takes, we will stand against it and cling more to our resistance and weapons than ever before.

He emphasized: Direct negotiations with the Zionist enemy are contrary to Article 52 of the Constitution, and no one has the right to cancel the state of hostility against the Israeli regime.

Fadlallah clarified: We do not want any conflict with the army, the army is carrying out its duties to the best of its ability, the army will remain, the resistance will remain, and the people will remain.

He continued: This government cannot impose the implementation of the agreement signed in Washington unless it moves towards civil war with the support of the United States.

According to the text published on Al-Sharq TV, the agreement uses the term “country” for the fake Israeli regime, and the fake “existence” of this regime has been recognized by the Lebanese government.

The text of the agreement also uses the phrase “the nation of Israel” for the Zionist occupiers.

This compromise agreement refers to the disarmament of the resistance, the dismantling of its infrastructure in Lebanon, and the conditional withdrawal of the Israeli occupiers from Lebanese territory.

The full text of the “Trilateral Framework” agreement between the Lebanese government, the Israeli regime, and the United States is as follows:

Israel and the Government of Lebanon, with the full support of the United States under President Donald Trump, reaffirm their shared goal of achieving lasting peace and security. As outlined in this trilateral framework and based on future agreements, the two sides express their expectation of ending the conflicts between themselves, ensuring the sovereignty and security of both countries (parties), and establishing good-neighborly and peaceful relations.

1- Israel and Lebanon affirm the right of each side to live in peace and their mutual desire to live in security as two sovereign neighbors, and on the basis of this (trilateral) framework, Israel and Lebanon declare their determination to finally end the conflict, address its root causes, and formally end any state of war existing between them. This (tripartite) framework, which was reached after several rounds of direct negotiations between the two sides, builds on previous successful agreements and understandings and demonstrates the will to make irreversible progress towards a comprehensive resolution of all outstanding issues between the two sides. Both sides reaffirm their determination to resolve these issues as sovereign actors through direct bilateral negotiations, with the mediation and support of the United States.

2- Israel and the Government of Lebanon commit to a reciprocal and sequential process with clear conditions, whereby the Lebanese Army, after confirming the disarmament of non-state armed groups and dismantling their infrastructure, will assume effective sovereignty over all of Lebanon, thus allowing for the gradual redeployment of the Israel Defense Forces (IDF) outside Lebanese territory. The elements of this process will be detailed in a security annex, which will be prepared with the full support of the United States and will complement this (trilateral) framework. This (trilateral) framework will specify the necessary measures, security arrangements, and verification mechanisms to advance this process. The successful implementation of this (trilateral) framework will pave the way for a stable and peaceful relationship between the two sides and will enable the Israel Defense Forces to be deployed outside Lebanese territory.

  1. In accordance with the Security Annex, and as part of a broader effort to establish a monopoly on arms in the hands of the Lebanese government and extend its sovereign control over its territory, the Lebanese army will gradually assume full and effective security responsibility in the test areas. These areas will serve as a mechanism for the phased and approved redeployment of the Israel Defense Forces (IDF) and the Lebanese army. The Israeli and Lebanese armies have agreed on two initial test areas, and subsequent test areas will be agreed upon by mutual agreement. Once the successful disarmament of non-state armed groups and the dismantling of their infrastructure in these areas have been verified, the Lebanese Army will assume full security responsibility there, reconstruction efforts will begin with international support, and Lebanese civilians will be able to safely return there under the exclusive control of Lebanese institutions. The United States intends to work strongly with both parties to verify and support this process.

4- The Government of Lebanon reaffirms its firm and irrevocable commitment to restore and exercise full sovereignty over all of its territory. The Government of Lebanon will restore the State’s monopoly on the use of force and will carry out the complete and verifiable disarmament of all non-State armed groups, ensuring that these groups do not have any military or security role or any armed capability anywhere in Lebanon. Pursuant to this (tripartite) framework, the Government of Lebanon calls upon its international partners, in particular Arab partners, led by the United States, to support this outcome.

  1. Israel emphasizes that its military operations in Lebanon were solely the result of attacks and the resulting threat and hostile intent of non-state armed groups. The Israeli Cabinet emphasizes that ending this threat – through the disarmament and dismantling of these groups throughout Lebanon, along with additional security arrangements to be agreed upon by both parties – will eliminate any future need for military action or a military presence by the Israel Defense Forces (IDF) in Lebanon. Accordingly, Israel declares that it has no interest in making any regional gains in Lebanon.
  2. The Government of Lebanon, in accordance with the Charter of the United Nations and within the framework of the exercise of its sovereign authority, affirms that its security forces have sole responsibility for the security and defense of Lebanon and that the Government of Lebanon alone has the sovereign authority to decide on war and peace. The Government of Lebanon rejects any claim by a State or non-State party to use force on its behalf without its express authorization. The Government of Lebanon reiterates that any claim by any State or non-State party to play a military or security role in accordance with the decisions of the Government of Lebanon is illegal and contrary to the national interests of Lebanon.
  3. The Governments of Lebanon and Israel affirm that this (trilateral) framework does not prevent them from exercising their inherent right to self-defense, as recognized in the Charter of the United Nations and in accordance with relevant international law. (The two sides) reaffirm that no third party may exercise this right on their behalf. The two sides also commit to establishing a military coordination group, with the support and participation of the United States, to ensure the comprehensive implementation of this (trilateral) framework.
  4. The two sides reaffirm their shared goal of creating a secure and reconstructed Lebanon under the full sovereignty of the Lebanese Government, in which no non-state armed group poses a threat to Israel, Lebanon, or the citizens of either side. The two sides also recognize that restoring security in southern Lebanon through the deployment of the Lebanese Army, the safe return of civilian residents, and ensuring the security of residential communities in northern Israel (the occupied territories) are essential elements for achieving long-term stability and peace.
  5. The Government of Lebanon is committed to implementing a decisive and performance-based program to strengthen the capabilities of the Lebanese Army, enabling it to establish full military and security control inside Lebanon in accordance with the security arrangements agreed upon within the framework of the negotiations, implement the disarmament of all non-state armed groups, and extend its effective authority throughout Lebanon. The Lebanese government welcomes the United States’ readiness to support these efforts, while acknowledging that any new U.S. assistance will be strictly contingent on the achievement of verifiable milestones, full transparency, demonstrated results, and ongoing monitoring. This effort will enable the safe and orderly restoration of Lebanese sovereignty and, as a result, contribute to greater stability and security throughout the Middle East.
  6. The United States will work, separately and simultaneously, to mobilize international partners to effectively support the Lebanese government in rebuilding the country, repairing its infrastructure, revitalizing its economy, and creating opportunities for prosperity. This is expected to include mobilizing substantial reconstruction and humanitarian assistance for Lebanon, economic recovery programs, and investment initiatives that will enable Lebanon to recover from years of conflict and provide a better future for all its citizens.
  7. Lebanon and the United States commit to prevent the flow of funds to any structure, organization, or individual associated with non-state armed groups and to take all available legal measures to prohibit the activities of any such structure, organization, or individual. The Government of Lebanon also expressly commits to prevent reconstruction funds from reaching non-state armed groups or structures associated with them.
  8. Upon signing this (trilateral) framework, the two sides will establish working groups to draft a comprehensive and comprehensive peace and security agreement. In addition, to achieve the objectives of this framework, the two sides will immediately establish parallel tracks of direct and sustained engagement, facilitated by the United States. The two sides commit to working in good faith towards achieving a comprehensive and lasting peace that will bring security, stability, and prosperity to the peoples of Israel and Lebanon.
  9. In accordance with their shared goal of establishing stable and peaceful relations, Israel and Lebanon commit to taking steps in good faith that reflect positive intentions, including the cessation of all hostile or negative actions in international political or legal circles, the commitment to make efforts to search for and return the remains of the dead, and the release of detainees.

14- The two sides acknowledge the role of the United States in supporting their efforts to end decades of conflict and establish lasting stability and comprehensive peace between the two sides, and express their deep appreciation for the vision and leadership of President Donald Trump.
